I try to consider everything in deciding whether it's too costly or not - not just the price, but whether or not I'll use it often enough to make it worth my money, and whether it's just a trend that'll be over by next week. I try to resist if that's the case.

But otherwise I don't think I have a set price. Most of the bags I really like are in the high-ish range, although I definitely have found some amazing bags at great prices at places like Marshalls and Loehmanns.
