Dude, first off, register your blog over at technorati.com. It's a website that tracks blogs all over the web.
Then link to blogs that are established enough (but aren't too established they'd just snub you) and hope they'd link you back when they check their technorati.com profile (which any blogger worth his/her salt should have) and see you're linking to them because they either like you or, at least, have a sense of common courtesy like that.
Then check your blog's technorati.com profile to see if other blogs (blogs that you didn't even link to are the most exciting to see!) are linking to you too. And remember to play nice and link back to them to.
Eventually, your blogroll will increase (and your google page rank, too, which is a fairly complicated concept. if you don't know about it, you don't really have to bother) hence more readers will come to your blog.
And that's it.
