Talking Would you tell on a neighbor for not poop scooping?

My apartments say they raised the pet deposit (non-refundable) from $350 to $500 because of all the dog owners who don't pick up the poop.

They say they have to pay people to do this. I believe it, because I'm always seeing poop and people leaving dog poop.

The thing is, they told us to report anyone we see leaving dog poop. I have a cat, so this isn't an issue for me. However, the cat deposit was raised the same as the dog deposit because of the careless dog owners. This would only affect me if I decided to get another cat while living here (and decided to be honest).

What do you think? Would you tell on a non-scooper??
